The episode alone was great but Al's appearance was the icing on the nuke cake.

That was incredible. Like Jon said, I'm surprised that the LWT writers didn't write the song for Al, but holy crap am I glad they didn't. Best Al song since Mandatory Fun was released.

Also, it's amazing to see political humor from Al!

I am thinking that Al was probably given a rough copy of the monologue to work with so the song had more context. Also, mid song, I was thinking "Man, whoever wrote this really nailed Al's style", but when the Ear Booker Polka appeared at the end, I immediately knew that Al wrote it.
