Well in the magazine that I have, they don't list them in any particular numerical order. Rather, they group them by categories, such as "comedians," "divas," etc... But here's the alphabetical order as is in the index:

Should Al have been on the list? Probably.
I don't think its supposed to be influential icons, though. Just most iconic, if you will. Scooby Doo, in this case, would argueably get on the list over Al.
It's not as if Al has been shut out of VH1 or anything, so again, I don't think its fair to say they "hate" Al, as someone has suggested.

I saw the list of people from the 200 icons list that Al has parodied, and David Bowie was mentioned. When did Al ever parody David Bowie?? I've seen UHF plenty of times, and David was never parodied there, or anywhere else. Hmmmm.
