Yes, those gizmos are called a lot of different things, which is what made searching for them a bit more difficult. The gym wheel is also called the German gymwheel, the Gymnastic Wheel, or the "Rhoenrad".
The wheel was developed by Otto Feick -- a German man who came from a region in Germany called "Rhön". Therefore the original name of the wheel is "Rhönrad" ("-rad" = German for "wheel").

P.S. It looks like a Japanese manufacturer is selling it for 190,000 yen (about $1800), plus I'd still have to buy bindings. *sigh*
