I think the dystopia is all between "Al's" ears, although I'm inclined to give serious consideration to Wilshire Boulevard as a commie plot.

Setting aside for a moment the fact that the lyrics are obviously nonsensical and instead focusing only on your explanation here, of all areas in Los Angeles why Wilshire Boulevard as the example of "capitalist exuberance"? Was that where capitalism was focused back in the 70s when this song was written? Going back to the actual context of the song, ever since I moved to LA I've wondered why Al chose Wilshire Blvd as the street that was a commie plot. I always assumed it was only because it's the biggest thoroughfare in the city.
I couldn't tell a dirt clod from a plate of caviar.

Personally I think it's because Wilshire Blvd. was the first street in Los Angeles to have dedicated left-turn lanes.
