Setting aside for a moment the fact that the lyrics are obviously nonsensical and instead focusing only on your explanation here, of all areas in Los Angeles why Wilshire Boulevard as the example of "capitalist exuberance"? Was that where capitalism was focused back in the 70s when this song was written? I could think of lots of areas that might fit better with this explanation, but I've only known this city for the last six years.
Going back to the actual context of the song, ever since I moved to LA I've wondered why Al chose Wilshire Blvd as the street that was a commie plot. I always assumed it was only because it's the biggest thoroughfare in the city.

Personally I think it's because Wilshire Blvd. was the first street in Los Angeles to have dedicated left-turn lanes.
