I would think it would be Chinese in order to keep up w/the whole red scare/communist dictatorship theme of the album.

Wow that was an awesome post! I'm so glad that Al's popularity has lead to new depths of overanalysis which was previously limited only to people on this forum with too much free time.
One can only assume that the cover art is commentary on the USA-as-dictatorship!
