Almost all non-stupid Europeans are college-educated (especially younger generation), because it's either relatively cheap or even free if you have above-average grades. Also almost all young people are quite good in English. It's because people download movies and TV shows in original language, and that really helps with understanding spoken English. Older people aren't computer-savvy and less educated, so their English is significantly worse.
