The Supreme court has said that parodies are new works and that artists no longer need to pay royalties. Knowing that Al asks for permission in order to keep a good working relationship with other artists, I was wondering if Al/Volcano still paid royalties since he doesn't legaly have to?

You'd probably have to ask Al... there have been MANY interpretations of the "fair use" statutes, and the concept of NO royalties doesn't sound correct.

Try "Ask Al" when it returns to weirdal.com

So does that imply that "Ask Al" might, repeat might, be returning sometime in the near future?

No, it just implies that it will return eventually... probably.
