Could it be fire or steam or something coming out of Stimpy's mouth? I'm not quite convinced that the first word is "Rockin'" but I have no alternatives to suggest. The first letter looks like a B to me.

I sat down a looked at it for a good long time, both the regular image and then resized.
I then redrew what I 'See' when I look at this. I dunno HOW close it is, but this is what I see.
I dunno, but I think it looks like a little character and I couldnt tell if he had scurrying little legs or if it was pixelation.
