No, you can't put your video here. As I recall, the laugh is at the end. And I don't know why it's there either, except as algonacchick said it was just a Ricky Richardo laugh.

Your very first post said "Why does I Love Rocky Road end like that?", leading me to believe the laugh was at the end, which it isn't. I'll watch the video again, but I don't remember a laugh at the beginning of ILRR, either. Maybe you are confusing that laugh at the end of Ricky as also being at the beginning of ILRR. There is no laugh at the beginning of ILRR. Maybe your chapter stops are off. I don't know. But on TUVC, ILRR starts off with music.

All I know is there is a laugh at the end of Ricky. But I don't recall one anywhere in I Love Road Rocky Road. Sorry. But good question.
